If you do have one, the next question is, What kind of art do you want to create? If you want to draw humans or characters or animals, one of the most useful things you can do to start drawing is as you suggested in your own post, paint over or tracing. There are many affordable ones out there that dont even come near breaking the bank. For example, do you own a digital tablet? If not I’d suggest starting there.
